The Directorate General of Foreign Trade (DGFT) on October 21, 2026, issued the amendment to the provisions relating to PSIC requirements for the import of metallic waste and scrap under the Handbook of Procedures, 2023.
The following has been stated:
• The Directorate has amended paragraph 2.51(d)(v)(iv) of the Handbook of Procedures (HBP), 2023, to clarify the exemption from the Pre-Shipment Inspection Certificate (PSIC) requirement for imports of shredded and unshredded metallic waste and scrap originating from designated safe countries/regions, namely the USA, UK, Canada, New Zealand, Australia and the European Union. The exemption is available subject to three conditions: the consignment shall be accompanied by a certificate from the supplier or scrap yard authority confirming that it contains no radioactive materials or explosives; it shall enter India through one of the 11 designated sea ports, namely Chennai, Tuticorin, Kandla, JNPT, Mumbai, Krishnapatnam, Mundra, Kattupalli, Hazira, Kamarajar or Adani Gangavaram; and mandatory radiation and explosive checks shall be conducted using portal monitors and container scanners at the port of entry. Trans-shipments through these designated countries/regions are not eligible for the exemption.
• The exemption also applies to customs clearance for home consumption at the designated entry seaport or at an Inland Container Depot (ICD), provided all prescribed conditions are fulfilled at the port of entry and, where clearance takes place at an ICD, proof of compliance is submitted there.
• Imports that do not satisfy the specified conditions remain subject to the applicable PSIC requirement.
